Meet Victor

About Victor Ramirez

Victor Ramirez was raised in Mount Rainier, where he attended Mount Rainier and Thomas S. Stone Elementary Schools and Hyattsville Middle School. He is a proud graduate of Northwestern High School, where he played football, soccer, and baseball.

In 2002, Victor made history when he was elected to the Maryland House of Delegates representing the 47th Legislative District in Prince George’s County, becoming the first Latino elected to the House. Eight years later, he was elected to the Maryland State Senate, again making history as the first Latino to serve in that body.

In the House of Delegates, Victor served as Deputy Majority Whip and on the Judiciary and Ways and Means Committees. In the State Senate, he served on the Judicial Proceedings and Finance Committees and was a member of the Maryland Educators Caucus, Maryland Veterans Caucus, and Executive Nominations Committee. Throughout his time in office, Victor sponsored and supported legislation that strengthened working families in Maryland.

Victor made it a priority to listen to his constituents and advocate on their behalf. In the General Assembly, he was the primary sponsor of the Maryland DREAM Act for Public Institutions of Higher Education, allowing all Maryland high school graduates to attend college at in-state tuition rates regardless of immigration status. He also sponsored the Maryland Highway Safety Act of 2013, enabling immigrants to obtain a valid driver’s license—laws that were later adopted by neighboring states including Virginia, New York, New Jersey, and the District of Columbia.

Victor was a leading advocate to end gun violence, sponsoring legislation to ban bump stocks and other rapid-fire trigger activators, and laws allowing police officers to wear body cameras on duty. He also championed affordable housing and sponsored legislation supporting seniors and women’s rights. Victor served with distinction in the Maryland General Assembly from 2003 to 2019.

Victor has been practicing law since 2002 and is the owner of the Law Office of Victor R. Ramirez, LLC, where he defends the rights of working families. An experienced trial attorney in civil, immigration, and criminal law, he has personally represented clients in hundreds of cases. Victor has been recognized as a Top 100 Criminal Defense Attorney by the National Trial Lawyers and is a member of the Maryland, Prince George’s County, and Hispanic Bar Associations. He has also provided pro bono legal services for organizations such as the House of Ruth, representing domestic violence victims in court.

Victor earned his B.A. from Frostburg State University and his J.D. from St. Thomas University School of Law in Miami, Florida.

He remains deeply involved in the community as a board member of ecoLatinos, an environmental nonprofit that engages and educates diverse communities in the Chesapeake Bay and Mid-Atlantic region, and as a former trustee of Prince George’s Community College. Victor is also the head boys varsity soccer coach at Northwestern High School, where his team won the 4A State Championship in 2021, were State Finalists in 2023, and he was named The Washington Post Coach of the Year in 2021.

Victor is a parishioner at St. Ambrose Catholic Church in Cheverly, Maryland. He and his wife, Betsy, a public educator, have two children and a fluffy dog.
